I didn't think there was anywhere in Canada that didn't snow like this! When I was moving my daughter to the east coast, where it is now 5 degrees, I saw many homeless in this small, quaint little town. It wasn't something I expected, coming from a big city where you are more likely to see this issue. I quickly thought about what happens to them in the winter. Where do they go? It saddens me to think that people are freezing outside with no where else to go. But, like you said, some feel more comfortable out on the streets and do not want the help. I wish for answers to this problem, too. :(
