I don't think having an anti-bullying program in place is going to change the behaviors of certain kids. Those are the kids that most likely have a hard family life or some sort of trauma. I know some parents that were over the top about anything that happened to their child. (eyeroll)

I was not one of those parents. Kids do hurtful things all the time. But like you said, it is bullying when it becomes a constant, not just a one time deal. Luckily, my girls didn't have someone tormeting them over and over again but they did have some nasty friends that they ended up ditching.
