I think it all depends. When I worked with the elderly, most of the time they sought out care assistance at home or place in a home because they became a danger to themselves and/or their spouse or family simply couldn't care for them around the clock. I am sorry you are dealing with this with your lovely sister. For me, it always got worrisome when the person would try to escape and wander. Hugs!! <3
