Southern California (I live here too) has a huge homelessness problem. I love that you spent many years working at inner city schools and helping families in need. I like to help out when I can and give money to people on the street, if I don't think they are addicts. Most of the time I have a sense but who knows if I'm right. They could be mentally ill, or both.
I agree with your triage. If the addict on the street really wants to quit and get help, there are resources. Giving money to them or forcing it isn't going to help.
